If permission is given, you then you need to find a local specialist to perform the work for you.

It’s definitely not a DIY job as the council will have requirements that service providers must meet. Several will only allow you to use their endorsed contractors, while others make it possible for you to use your own, as long as they are accredited to the requirements of the New Roads and Street Works Act 1991, and carry public liability insurance.
