If permission is given, you then you need to locate a local contractor to perform the work for you.

It’s definitely not a DIY job as the council will have criteria that contractors must meet. Some will only permit you to use their approved contractors, while others make it possible for you to use your own, just as long as they are certified to the requirements of the New Roads and Street Works Act 1991, and carry public liability insurance.
