Kerb drops, also known as vehicle access crossovers, are an adaptation to the footpath. It involves lowering the kerb and laying new foundations to the paving to enable a car to be driven onto the front area of a property.

The work involves lowering the kerbstones and bolstering the pavement to create a ramp, and must solely be performed by an authorised company with Street Works Accreditation, and who have the required Public Liability insurance to fulfill the local authorities requirements.

Vehicle access cross overs comprise normally of 3 or 4 dropped kerbs with a tapered or transition kerb on either side. The conventional maximum total width at road level for a VAC is 3.6 metres (i.e. normally 4 kerbs).

The huge growth in interest for off-street parking has seen a growing number of people drop kerbs to create car standing at the front of their homes.

Research by home insurer Direct Line shows that off-street parking is seen by estate agents as a beneficial feature which adds value to a property. This, combined with increasing parking limitations in many residential areas, has resulted in planning applications  increase massively over recent years.

However while adding car standing space to the front of your home might add value to your property, there are numerous things to think about, not least environmental consequences, and flooding is a major issue.

When you replace a front lawn with hard standing, rain can no longer soak into the ground. As increasingly more households take this step, the cumulative effect severely increases the danger of flooding, so it’s essential to include drainage in your plans.

Planning permission is usually required if you wish to drop the kerb outside your building to enable a car to cross the pavement. This is due to the fact that the pavement might need to be strengthened to take the weight of motor vehicles and help prevent them from damaging the surface or any water pipes or cables below. It is also to ensure the new access will not be a safety risk to other highway users.

You can learn if you need planning permission by contacting your local council (you can find the relevant council at the government website). How much it costs to apply will depend upon your location.

If permission is approved, you then you need to find a local specialist to perform the work for you.

It’s definitely not a DIY job as the council will have requirements that service providers must meet. Several will only permit you to use their approved contractors, while others allow you to use your own, just as long as they are certified to the requirements of the New Roads and Street Works Act 1991, and hold public liability insurance. In this case, there might be an added fee for highway assessments by the council.

However first it’s worth establishing if consent is likely to be granted. Below is a checklist of points to consider. If any among these criteria is not met, planning permission is likely to be denied:

  • Your front garden needs to be big enough for you to park your vehicle fully on your property.
  • The kerb needs to be at least 4.8 m from the front of your house; or 6m if the parking area is in front of a door or garage.
  • The parking area should be at least 2.4 m wide.
  • The suggested access to your property should be more than 10m away from a road junction; 15m away from busy junctions or on primary roads.
  • It has to be at least 1.5 m away from street lights and other street furniture.
  • It must meet visibility standards; this is dependent on the type of road.
  • Appropriate drainage needs to be provided to remove the excess surface water.
The extraction of tree roots should be avoided.
  • The incline from your property to the road must not be too steep.
  • Finally, you as the homeowner must consent to the kerb being dropped; for instance, a tenant can not apply on their landlord’s behalf.

Q and A’s

Prices can vary depending upon where you are located, what width you have, how many kerbs need to be dropped, and whether you need to extend an existing drop kerb. While some councils and contractors offer extended dropped kerbs for free, others charge as much as £1800. The entire process usually takes 1 to 2 working days.

Highways Act 1980, Section 184 makes it an offense to drive a vehicle over a footway or verge where there is no vehicle crossing. These are the physical lowering (or dropping) of the kerb and permission to allow vehicles to cross on the public footway.

You will need to reduce five kerb sections for an average driveway. Your local Council will be your highway authority. This assumes that the Council has the road and footpath. The Council could refuse permission, as a roads authority, planning authorities, or both.

A dropped kerb is the sloped area where the vehicle crosses from the road to the front of the property. This is most often a driveway with drop kerb.

Parking a vehicle fully or partially across a dropped kerb is classed as an obstruction and either the police or local council can enforce the contravention. It doesn’t matter how absurd, you can be issued an NPCN for parking your vehicle across your dropped kerb.

Parking across a dropped curb is a parking offense that can lead to a Penalty Fee Notice. This means that if you park on top of a dropped brick, you are guilty of an offence.

A car spot will add extra value to your home, but it will vary depending on where you live. It iss also worth bearing in mind that you will have to go through an application process to a get a dropped kerb outside your property, too.

There must be at least 10 metres between the entrance to a junction or sharp corner and the location of the proposed vehicular access. Your vehicle cannot be parked in an area that exceeds the roadway or pavement.

If you want to remove the curb from your property in order to permit a vehicle to cross the pavement, planning permission will usually be required. This is because pavement may need to have additional strength to handle the vehicle’s weight, as well as protect any pipes or cables underneath.

A dropped kerb is necessary if you want to drive a vehicle from your driveway onto the footway. You cannot drive on the footway if you don’t have a dropped curb. If you do so, you are breaking the law and enforcement action could be taken to prevent such practice.
