A kerb drop is a legal necessity if you want to drive across the pavement onto your property.

Installing a vehicle access crossover can make a huge improvement to easy access your property along with helping to ensure people do not park across your driveway.
The law regarding the access states: If you plan to drive a vehicle over the footway in to your driveway off a highway, then you will need to make these changes to your access.
If you do not, you must never drive over the footway. If you do this, you are breaking the law and enforcement action may be taken to stop such practice.
The pavement may require to be strengthened in front of the property, and in some cases, it may be necessary for lampposts, manhole covers and other street furniture to be moved.

Kerb drops, also known as vehicle access crossovers, are an alteration to the footpath. It involves lowering the kerb and preparing new foundations to the paving to enable a car to be driven onto the front area of a property.
The work involves lowering the kerbstones and bolstering the pavement to create a ramp, and must solely be performed by an authorised provider with Street Works Accreditation, and who have the required Public Liability insurance to comply with the local authorities regulations.
Vehicle access cross overs comprise normally of 3 or 4 dropped kerbs with a tapered or transition kerb on either side. The standard maximum total width at road level for a VAC is 3.6 metres (i.e. normally 4 kerbs).

The huge growth in demand for off-street parking has seen more and more people drop kerbs to create car standing at the front of their homes.
Research by home insurer Direct Line shows that off-street parking is regarded by estate agents as a desirable feature which adds market value to a property. This, combined with increasing parking restrictions in many residential locations, has brought about planning applications increase massively over recent years.
However while adding car standing space to the front of your home might add market value to your property, there are numerous things to take into consideration, not least environmental consequences, and flooding is a big issue.
When you switch out a front lawn with hard standing, rain can no longer absorb into the ground. As increasingly more households take this action, the cumulative effect severely increases the danger of flooding, so it’s important to incorporate drainage in your plans.
Planning permission is generally required if you wish to drop the kerb outside your property to allow a car to cross the pavement. This is due to the fact that the pavement might need to be strengthened to take the weight of vehicles and help prevent them from damaging the surface or any water pipes or cables below. It is also to ensure the new access will never be a safety risk to other highway users.

You can learn if you require planning permission by contacting your local council (you can find the relevant council at the government website). How much it costs to apply will be dependent on your specific location.
If permission is approved, you then you need to locate a local specialist to perform the work for you.
It’s certainly not a DIY job as the council will have requirements that contractors must meet. Several will only allow you to use their approved contractors, while others allow you to use your own, provided that they are certified to the requirements of the New Roads and Street Works Act 1991, and hold public liability insurance. For this case, there might be an added fee for highway inspections by the council.

However first it’s worth establishing if consent is likely to be granted. Below is a checklist of points to consider. If any one of these criteria is not really met, planning permission is likely to be rejected:
- Your front garden needs to be large enough for you to park your vehicle completely on your property.
- The kerb needs to be at minimum 4.8 m from the front of your house; or 6m if the parking area is in front of a door or garage.
- The parking area must be at least 2.4 m wide.
- The suggested access to your property must be more than 10m away from a road junction; 15m away from busy junctions or on major roads.
- It has to be at least 1.5 m away from street lamps and other street furniture.
- It must meet visibility standards; this depends upon the type of road.
- Appropriate drainage needs to be provided to take the excess surface water.
The extraction of tree roots must be avoided. - The slope from your home to the road must not be too steep.
- Lastly, you as the home owner must agree to the kerb being dropped; as an example, a tenant can not apply on their landlord’s behalf.

Q and A’s
Prices will vary depending upon your location, pavement width, number of kerbs to drop, and whether you want to extend an old dropped kerb. While some councils and contractors offer extended dropped kerbs for free, others charge as much as £1800. The actual job usually takes between 1 and 2 days.
Highways Act 1980, Section 184 makes it an offense to drive a vehicle over a footway or verge where there is no vehicle crossing. They include both the physical lowering of the kerb (the dropped kerb) and a permission to allow a vehicle to cross the public footway.
Five kerb sections will be required to make a driveway average. Your local Council will be your highway authority. This assumes that the Council has the road and footpath. The Council could refuse permission, as a roads authority, planning authorities, or both.
Dropped kerbs are the areas where vehicles cross the road to reach the property’s front. A driveway often has a dropped curb.
A vehicle parked partially or fully across a dropped curb is considered obstruction. The police or the local council can enforce this violation. Even though it sounds absurd, you may be issued a PCN to park on top of your own dropped curb.
Parking across a dropped kerb is a parking contravention for which a Penalty Charge Notice can be issued. This means that if you park on top of a dropped brick, you are guilty of an offence.
A spot for a vehicle will bring additional value to your property. The amount you pay will depend on whereabouts. Keep in mind, however, that dropping a kerb on your property outside will require you to submit an application.
At least 10 metres must be between the location of the vehicular access and the entrance to any junction or sharp corner. The vehicle must not be parked within 10 metres of any road or pavement.
You will need to obtain permission to drop the kerb from your property so that a car can cross the pavement. Because vehicles can cause damage to the pavement, or to any pipes or cables under it, the pavement may need reinforcement.
A dropped kerb will be required if your plan is to drive your vehicle over the footway in your driveway, off a highway. A dropped kerb is required for any vehicle that crosses the footway. If you do so, you are breaking the law and enforcement action could be taken to prevent such practice.
